Michael Burry is short Nebius Group N.V. (NASDAQ: NBIS ) at $211.77, describing his latest bearish bets as "a bit like shooting fish in a barrel."
The Big Short investor disclosed the trade on his Substack last week alongside a short on Oracle Corp. (NYSE: ORCL ), saying put options on Nebius had become too expensive, so he shorted NBIS shares directly.

This holds even if Rubin Ultra's HBM nerf is a supply problem rather than a demand problem. 3. Consensus is forming that memory prices will peak within the next two quarters. Medium to long term I am still a memory bull, but short term I am somewhat bearish on memory. I currently have no memory position."

Circle Puts Arc at Center of Platform Strategy
Co-founder, chairman and chief executive officer (CEO) Jeremy Allaire said Arc already has more than 100 ecosystem and institutional builders, with BlackRock and DTCC among the major partners preparing integrations around tokenized assets and settlement.

A Citi analyst pressed management on whether competing distribution models could pressure Circle's economics. Allaire said Circle already has more than 150 distribution agreements and can structure additional arrangements alongside Coinbase where partners can materially expand USDC adoption.

ETF Investing Tools Investors poured $37 billion into US-listed ETFs during the week ending Aug. 7, lifting year-to-date inflows past $1.25 trillion.
The buying came as the US stock market notched fresh record highs, extending its gain for the year to 14%. Bonds were largely flat, and the Vanguard Total Bond Market ETF (BND) remains down fractionally in 2026.
By category, US equity ETFs led with $12.5 billion in inflows, closely followed by US fixed income ETFs at $12.1 billion. International equity funds took in $5.1 billion and international fixed income funds added $3 billion. Commodity ETFs pulled in $2 billion, while leveraged ETFs bucked the trend, shedding $1.1 billion.
At the individual fund level, the biggest winner was the Invesco QQQ Trust (QQQ) , with $10.2 billion in inflows. The tech-heavy fund has outrun the S&P 500 this year, rising 18%, but it remains off about 3% from its highs. Some investors may have used the recent pullback to add to positions.
The Vanguard S&P 500 ETF (VOO) and the iShares Core S&P 500 ETF (IVV) followed, with $8.7 billion and $3.7 billion of inflows respectively. The SPDR Gold Shares (GLD) and the Industrial Select Sector SPDR Fund (XLI) also cracked the top 10, taking in $1.4 billion and $941 million.
Profit Taking In Chip ETFs
On the other side of the ledger, investors appeared to take profits in semiconductor funds. The iShares Semiconductor ETF (SOXX) shed $3.7 billion and the VanEck Semiconductor ETF (SMH) lost $1.8 billion. Both remain up sharply on the year, 77% and 59% respectively, but the ride has been anything but smooth.
The funds surged through the second quarter, sold off hard in the third, and have more recently bounced off their lows. The latest outflows suggest ETF investors are booking gains after that rebound.
Other notable outflows included the iShares 20+ Year Treasury Bond ETF (TLT) , which lost $1.3 billion, the Global X Artificial Intelligence & Technology ETF (AIQ) , down $755 million, and the Global X U.S. Infrastructure Development ETF (PAVE) , which shed $727 million.

(Nasdaq: USAR) (the Company), (USAR), a rare earth, critical minerals and advanced materials company, today announced its financial and operational results for the second quarter and six months ended June 30, 2026.
Executive Commentary
"The second quarter of 2026 marked a period of decisive progress for USA Rare Earth, defined by the milestones that bring our integrated global rare earth value chain to life," said Barbara Humpton, CEO of USA Rare Earth. "We announced our intent to acquire Serra Verde, the only scaled producer of all four magnetic rare earths outside Asia; signed definitive documentation for our funding package with the U.S. Department of Commerce; announced our intent to invest in Carester; and selected Blacksburg, South Carolina, as the site of our second U.S. metal-making and magnet manufacturing facility. We also commissioned our hydrometallurgical facility in Wheat Ridge, Colorado, a critical step that demonstrates our processing capability that lies at the heart of a secure, non-China supply chain."

- Successfully produced first light and heavy rare earth oxide samples for qualification : In July 2026, the Company announced that its hydrometallurgical facility in Wheat Ridge, Colorado, had successfully produced commercial-grade dysprosium (Dy) oxide and neodymium-praseodymium (NdPr) oxide samples from recycled rare earth magnet scrap, known in the industry as "swarf." This positions USA Rare Earth as one of the few Western producers capable of executing this technically demanding process outside Asia. - Reach 600 MTPA of run-rate magnet manufacturing capacity at the Stillwater Facility in Q4 2026: This manufacturing capacity build out is expected to support the Company's growing pipeline of magnet customers across the aerospace, defense, semiconductor, industrial motor, heavy equipment, mobility, healthcare, and energy sectors.
- Evaluate metal making and alloy capacity at LCM to optimize for customer demand across rare earth and critical mineral metals and alloys, and geographic footprint distribution: This capacity build out is expected to support the Company's internal metal and alloy needs for magnet manufacturing, as well as a growing pipeline of third-party rare earth and critical mineral metal and alloy demand.

LOI for CHIPS R&D award advances the optical technologies powering AI and high-performance computing
MALTA, N.Y., July 29, 2026 — GlobalFoundries (Nasdaq: GFS) today announced it has entered into a letter of intent (LOI) with the U.S. Department of Commerce to accelerate research and development of next-generation silicon photonics — the optical technology that moves data at the speed of light and underpins the AI and high-performance computing data centers driving the global economy. Under the LOI, the Department’s CHIPS Research and Development Office is expected to award GF $300 million to advance next-generation optical materials, wafer technologies and advanced packaging, reinforcing U.S. leadership in a technology essential to AI infrastructure.
The award will accelerate GF’s development of next-generation silicon photonics wafer technologies, novel optical materials and advanced packaging, including proven 3D hybrid bonding, that enable the roll-out of near-packaged optics (NPO) and co-packaged optics (CPO). This work builds directly on GF’s recently introduced SCALE ™ (Silicon Photonics Co-Packaged Advanced Light Engine) platform, targeting industry-leading modularity, 400Gb/s performance and a 5x increase in energy efficiency over current-generation implementations.
In a separate agreement, the U.S. Department of Commerce will receive equity from GF, representing approximately 1 percent ownership as of today’s date, enabling the American public to share in GF’s growth.
“With today’s compute supply chain investments, the Trump Administration is accelerating America’s innovation engine,” said Secretary of Commerce Howard Lutnick. “These strategic investments will enhance our country’s domestic capabilities, create high-paying jobs and keep America at the forefront of the semiconductor industry.”
“The CHIPS R&D incentives will support a breakthrough in compute and communication networks moving past traditional copper bottlenecking to power next-generation AI,” said Bill Frauenhofer, the Executive Director for Semiconductor Innovation and Investment at the Department of Commerce. “Accelerating R&D for domestic photonics capabilities and advanced packaging provides American industry the extreme bandwidth and energy efficiency to scale complex AI workloads securely and rapidly.”
Silicon photonics enables ultra-high bandwidth, energy-efficient data movement by transmitting information with light rather than electrical signals — delivering greater performance, higher interconnect density and lower power consumption as AI and data center workloads scale. GF’s silicon photonics platform is enabling today’s pluggable optical interconnects and is uniquely positioned to enable the industry’s transition to near-packaged optics (NPO) and co-packaged optics (CPO). Together with GF’s recently introduced SCALE ™ , customers gain a clear, scalable, U.S.-based path to meeting the demands of next-generation architectures. The work will leverage GF’s existing capabilities in Malta, N.Y., and Burlington, Vt., to help accelerate a U.S.-based path to high-volume silicon photonics manufacturing.

STILLWATER, Okla., July 20, 2026 (GLOBE NEWSWIRE) -- USA Rare Earth, Inc. (Nasdaq: USAR) (“USAR”, “USA Rare Earth”, or the “Company”), announced today that Barbara Humpton will retire as Chief Executive Officer and Board Director on October 1, 2026. USAR’s Board of Directors has named Thras Moraitis, current CEO of the Serra Verde Group (“Serra Verde”) and a highly experienced operator in the rare earths industry, as Ms. Humpton’s successor. Mr. Moraitis will assume the CEO role on October 1, 2026, following the anticipated completion of USAR’s combination with Serra Verde by the end of August. During the interim period, Mr. Moraitis will continue to oversee the combined company’s operations as President.
Michael Blitzer, current Chairman of USAR's Board and significant shareholder in the Company, has been elected Executive Chairman, effective immediately. Since its public listing, he has played a central role in setting USAR’s strategic direction, anchoring its vision to build a global mine-to-magnet value chain and identifying organic and inorganic growth opportunities. He also helped lead USAR’s efforts to obtain U.S. government financing, including by personally agreeing to restrictions on the transfer of his USAR common stock until certain strategic funding release milestones under the government financing are satisfied.
Ms. Humpton has been instrumental in steering USAR’s mine-to-magnet strategy, overseeing company milestones that have fundamentally transformed the Western critical minerals landscape. Under her leadership, USAR secured landmark public-private partnerships and established a global footprint spanning critical processing, metals, and magnet capabilities. She has also helped establish a culture that attracts the best and brightest minds across the sector.
Mr. Moraitis has served as Chief Executive Officer of Serra Verde since January 2023 and has an unparalleled track record of operational execution, strategic development and transaction leadership in the rare earths sector. Over his tenure, Serra Verde transformed into the only large-scale producer of the four critical magnetic rare earths outside of Asia and a pioneer of the Brazilian rare earths sector. In April 2026, Serra Verde entered into a definitive agreement to combine with USAR, creating a platform to support the first fully integrated, Western mine-to-magnet supply chain. Prior to Serra Verde, Mr. Moraitis served on the Executive Committee of Xstrata, led by CEO Sir Mick Davis, where he and the team grew Xstrata into a US$65B company, ultimately selling it to Glencore in 2013.

Prior to joining Serra Verde in 2023, Mr. Moraitis served as Chief Development Officer and a member of the Executive Board of EuroChem Group AG. Mr. Moraitis was also a co-founder of X2 Resources, a US$5.6B mining investment fund. He previously served as Group Head of Strategy and Corporate Affairs and as a member of the Executive Committee of Xstrata Plc, where he was responsible for strategic development, post-acquisition integration, leadership development, external affairs and investor relations as well as Xstrata’s technology business. He has been involved in approximately 40 transactions over the course of his career and currently serves as an advisor to Vision Blue Resources. Mr. Moraitis holds an honors BSc in Electrical Engineering, a postgraduate qualification in Computer Science and an MBA.

2026-004-Persian Gulf, Strait of Hormuz, and Gulf of Oman-Iranian Attacks on Commercial Vessels

This advisory supersedes and cancels U.S. Maritime Advisory 2026-001
1. References: None.
2. Issue: Iran continues to threaten and conduct strikes on commercial vessels transiting the Persian Gulf, Strait of Hormuz (SoH) and Gulf of Oman. Risks of Iranian attacks against commercial shipping remain high in these areas.
Prior to the commencement of combat operations in this region, Iranian forces historically utilized small boats and helicopters during boarding operations and have attempted to force commercial vessels into Iran’s territorial sea. Iranian threats to commercial vessels now additionally include direct missile attacks, armed unmanned aerial vehicles (UAVs), and armed unmanned surface vessels (USVs).
The U.S. government is continually assessing the maritime security situation in the region to identify and differentiate threats and safeguard freedom of navigation, ensure the free flow of commerce, and protect U.S. vessels, personnel, and interests.
3. Guidance:
U.S.-flagged vessels operating in these areas should maintain a minimum standoff of 30 nautical miles from U.S. military vessels to reduce the risk of being mistaken as a threat and should answer all VHF calls from coalition navies. Vessels should be aware that U.S. and other coalition naval forces may conduct maritime awareness calls, queries, and approaches to ensure the safety of vessels transiting these waters.
When conditions permit, maritime industry stakeholders should anticipate a deliberate and methodical plan focused on ensuring safe and secure vessel movements. This planning effort will require time to coordinate across military, interagency, and industry stakeholders.
U.S.-flagged commercial vessels should closely coordinate voyage planning with U.S. Naval Forces Central Command (NAVCENT) Naval Cooperation and Guidance for Shipping (NCAGS) and consider their recommendations and guidance whenever possible. NAVCENT NCAGS stands a 24/7 watch and has the latest information on the current maritime security threats and the operational environment in this region.
If U.S.-flagged vessels are emailed or hailed on VHF by Iranian forces operating over the horizon and instructed to divert from their planned course or submit voyage information, they should ignore the email or call and continue their passage if safe to do so. Vessels that encounter these tactics are advised not to follow Iranian directions, as doing so may enhance the ability of Iranian forces to accurately target vessels. U.S.-flagged commercial vessels are advised to update NAVCENT NCAGS when any such communications or anomalous behavior occur.
Significant GNSS interference, spoofing, and jamming continue across these areas. Given the degraded positional integrity environment, mariners should increase reliance on traditional navigation methods including radar ranges, visual bearings, and cross-checking ECDIS inputs with secondary navigation systems.
It is recommended that U.S.-flagged commercial vessels transiting these waters remain as far as possible from Iran without compromising navigational safety. When transiting eastbound in the SoH, it is recommended that vessels transit close to Oman.
U.S. citizens abroad should enroll or update their information via the Smart Traveler Enrollment Program (STEP) to get important updates and alerts from the U.S. embassy or consulate. Enrolling helps the U.S. embassy or consulate contact you or your emergency contact in an emergency. Sign up at: https://step.state.gov .
U.S.-flagged commercial vessels operating in these waters are advised to conduct a pre-voyage risk assessment, incorporate appropriate protective measures into vessel security plans, exercise caution, and monitor VHF Channel 16. In the event of any attack, incident, or suspicious activity, immediately activate the Ship Security Alert System, contact the U.S. Fifth Fleet Battle Watch, and contact the United Kingdom Maritime Trade Office (UKMTO).
U.S.-flagged commercials vessels should register with the UKMTO 24 hours prior to entering the Indian Ocean Voluntary Reporting Area shown on UK Hydrographic Office Maritime Security Chart Q6099 ( https://cd.royalnavy.mod.uk/- /media/ukmto/charts/q6099.pdf ) utilizing the Initial Report and subsequent reports at https://www.ukmto.org/ reporting-formats . Include estimated times of arrival at the SoH, Bab al-Mandeb Strait (BAM), and/or Suez Canal in the “Destination and estimated time of arrival” field of the report and add additional comments as needed (e.g., speed restrictions or other constraints, anticipated time of entering/exiting the SoH Traffic Separation Scheme, an outline of the vessel’s navigation plan for operating in the Persian Gulf, etc.) in the same Destination field. These reports will automatically be forwarded to NAVCENT NCAGS.
Vessels operating in this area are advised to include the NAVCENT NCAGS watch on all update and incident report emails.
The Maritime Global Security website at https://www. maritimeglobalsecurity.org/ offers industry-issued best practices and guidance to mariners by geographic region and provides contact and subscription information for regional maritime security reporting centers, particularly in high risk-areas.
Due to the risks of piracy, kidnapping, hijacking, and robbery while operating within U.S. Coast Guard designated High-Risk Waters (HRW), U.S.-flagged commercial vessels are required to comply with the Guidelines for U.S. Vessels Operating in High-Risk Waters contained in U.S. Coast Guard Maritime Security Directive 104-6 (Rev 9) and comply with their Coast Guard approved Vessel Security Plan annex on counter piracy. U.S. vessel owners and operators needing access to MARSEC Directive 104–6 should immediately contact their local Coast Guard Captain of the Port or District Commander for a copy of Revision 9.

Item 8.01. Other Events
On June 29, 2026 and June 30, 2026, Circle Internet Group, Inc. (the “Company”) entered into token purchase agreements (each, a “Token Purchase Agreement”) with certain institutional investors (collectively, the “Investors”), pursuant to which the Company agreed to issue and sell to the Investors an aggregate of 67.5 million additional ARC tokens (the “ARC Tokens”) in the second closing (the “Second Closing”) of the presale of the native coordination asset of the Company’s Arc blockchain network previously disclosed in the Company’s Current Report on Form 8-K, filed with the Securities and Exchange Commission on May 11, 2026. The offer and sale of the ARC Tokens pursuant to the Token Purchase Agreements was conducted as a private placement exempt from registration under the Securities Act of 1933, as amended, pursuant to Section 4(a)(2) thereof and Rule 506(c) of Regulation D promulgated thereunder.
Pursuant to the terms of each Token Purchase Agreement, each Investor has agreed to a lock-up restriction prohibiting the direct or indirect sale, transfer, assignment or other disposition of any ARC Tokens acquired in the private placement for a period of no less than one (1) year following the date on which the Arc network transitions to a Proof-of-Stake or delegated Proof-of-Stake consensus mechanism (such date, the “Transition Date”), with additional restrictions on transfer that may apply until the date that is four (4) years following the Transition Date.
The ARC Tokens were offered and sold at a purchase price of $0.30 per ARC Token, implying a fully diluted network valuation of $3 billion and resulting in estimated aggregate gross proceeds to the Company from the Second Closing of approximately $20.25 million. The Token Purchase Agreements and related agreements provide for repayment rights in specified circumstances, including if the ARC Tokens are not delivered or if the Arc network has not completed the transition to a Proof-of-Stake or a delegated Proof-of-Stake consensus mechanism on or before May 8, 2028, or if certain purchaser-specific legal, regulatory or compliance-related conditions are not satisfied.
