US stock futures leaned higher on Friday as investors assessed a new set of global tariffs against a backdrop of AI jitters, rising oil prices, and elevated bond yields.

Dow Jones Industrial Average futures ( YM=F ) rose roughly 0.4%, while those on the S&P 500 ( ES=F ) edged 0.2% higher. Contracts for the tech-heavy Nasdaq-100 ( NQ=F ) hovered above the flatline as Wall Street stocks attempted to stabilize after a sharp sell-off on Thursday, led by megacap tech names.

The major indexes were on track for weekly losses after the "Magnificent Seven" stocks collectively shed nearly $800 billion in market value on Thursday amid a sell-off sparked by Alphabet's ( GOOG , GOOGL ) and Tesla's ( TSLA ) ballooning AI spending. Alphabet (NASDAQ:GOOGL), a search, ads, video, cloud, and AI infrastructure platforms provider, closed at $317.69, down 7.13%. Investors are reacting to higher AI-related spending and watching whether cloud growth can support returns on that build-out. Trading volume reached 68.6M shares, coming in about 111% above its three-month average of 32.5M shares. Alphabet IPO'd in 2004 and has grown 12,557% since going public.

How the markets moved today

The S&P 500 (SNPINDEX:^GSPC) fell 1.20% to 7,409, while the Nasdaq Composite (NASDAQINDEX:^IXIC) dropped 2.15% to 25,138. Among internet content and information, digital advertising, and cloud services rivals, Microsoft closed at $381.58, down 2.24%, and Meta Platforms finished at $606.10, down 3.36%.

What this means for investors

On the surface, it was a great-looking quarter for Alphabet as:

  • sales rose 24%
  • search revenue increased 17%
  • Google Cloud sales spiked 82%
  • Gemini reached 950 million monthly active users
  • tokens per minute rose from 16 billion to 22 billion
  • YouTube advertising sales grew by 13%
  • income from operations jumped 30%

However, the market seemed to focus solely on management's guidance that capex would land between $195 billion and $205 billion in 2026 -- and would "increase significantly" in 2027 -- which sparked today's sell-off. Capex rose by 100% in Q2 to $45 billion and caused free cash flow to turn negative for the first time in Alphabet's publicly traded history.

While this isn't inherently bad, the company needs to show it can deliver strong ROI from these massive capex outlays, or else all this heavy spending could weigh on the stock's price. Personally, I think it's far too early to judge whether these investments will pay off, as they may take years to develop into anything that generates profit. Still, I understand the market's cautious stance given the immense scale of the spending. For now, Alphabet remains my favorite AI stock with its array of interconnected offerings and robust growth optionality, even if AI eventually becomes commoditized over the uber-long term.

(Bloomberg) -- Goldman Sachs Group Inc. and JPMorgan Chase & Co. launched products this week allowing investors to quickly cut — or ramp up — exposure to tech industry debt, as concerns mount over hyperscalers' huge future bond sales for artificial intelligence investments.

Goldman announced on Thursday a product that allows investors to trade a basket of bonds from 18 equal-weighted US high-yield issuers, including CoreWeave Inc., Applied Digital Corp., and Cipher Digital Inc., according to people familiar and a note from Goldman's trading desk reviewed by Bloomberg.

The dealer can price inquiries from $50 million to $250 million and investors can buy the actual bonds in the basket or trade total return swaps on them, according to the note. The bonds in the basket have an average yield of 7.45% and an average spread of 319 basis points. That compares with an average yield of 7.3% and spread of 267 basis points for the broader high-yield market.

Meanwhile, JPMorgan launched three baskets on Monday, including a pool of long-dated, more liquid investment-grade bonds tied to hyperscalers and project finance issuance from 11 issuers, according to separate people familiar with the matter. That includes Microsoft Corp., Meta Platforms Inc., Amazon.com Inc., Alphabet Inc. and Oracle Corp.

Another basket targets 15 AI-related issuers in the junk market that includes CoreWeave and Applied Digital while the third portfolio focuses on 16 issuers in the semiconductor and hardware space, including Nvidia Corp., said the people, asking not to be identified as the details are private.

Representatives for Goldman and JPMorgan declined to comment.

Spending Worries

Wall Street has rushed to launch new hedging tools as bondholders' exposure to debt linked to AI and data center projects rises at an unprecedented pace.

The baskets allow hedge funds and other investors to quickly manage sector-specific risks in their portfolios or express bearish and bullish views. The trade can be executed in a single swoop at one agreed price.

Fears over AI-linked spending flared again on Thursday, as earnings season brought a fresh round of results from some of the world's biggest companies. Alphabet's bonds were under pressure after the Google parent company boosted its projected capital expenditures for the year and quarterly cash flow turned negative for the first time since it went public more than two decades ago.

Meanwhile, the cost of protecting Oracle's debt against default is trading at a record high.

Risk Adjustment

Grant Nachman, founder and chief investment officer of Shorecliff Asset Management Co., said the baskets tend to be big, broad and highly liquid, facilitating a fast and efficient way to adjust overall risk in a portfolio, especially for long-only managers. For hedge funds, they can provide a clean way to dial up or dial down long or short bias for the sector, he added.

In February, JPMorgan launched a basket of credit default swaps tied to some of the largest hyperscalers that can be traded in $25 million increments — $5 million for each firm's swaps. And in March, Goldman told clients eager to short leveraged loans that a product for betting against the loan market wasn't yet ready.

STILLWATER, Okla., July 23, 2026 (GLOBE NEWSWIRE) -- USA Rare Earth, Inc. (Nasdaq: USAR) (the "Company") today announced that it has entered into definitive agreements to acquire strategic minority stakes representing approximately 13.6 percent each in Carester SAS ("Carester"), a French leader in rare earth processing and separation. InfraVia, acting through its Critical Metals Fund, seeded by the French State as an anchor investor alongside private institutional capital, is acquiring a similar stake in Carester alongside USA Rare Earth.

The agreements finalize the strategic investment and commercial framework the parties announced in April 2026. In addition to targeting healthy returns, USA Rare Earth and its subsidiary Less Common Metals ("LCM") Europe will have the ability to purchase a portion of Carester's oxide output from its Caremag facility. USA Rare Earth will have access to Carester's engineering capabilities and related intellectual property for separation, processing, and recycling. In turn, Carester will have access to USA Rare Earth feedstock sources, including Serra Verde and the Round Top deposit in Texas.

"Integrating Carester's capabilities into our global platform brings additional advanced processing optionality into our integrated value chain, further supporting our mining, metal making and magnet manufacturing businesses," said Barbara Humpton, Chief Executive Officer of USA Rare Earth. "This is also a highly strategic financial investment, as Carester's position as one of the few facilities outside of China capable of separating heavy rare earths beginning in 2027 can provide a distinct competitive advantage. We anticipate that this scarcity, coupled with accelerating demand for secure critical materials, can drive sustainable, long-term value for our shareholders."

Founded in 2019, Carester is a French specialist in rare earth processing and separation technologies, with decades of technical expertise across the value chain from raw material sourcing through high-purity rare earth oxides. Carester is currently building its Caremag magnet recycling and heavy rare earth separation facility in Lacq, France, scheduled for commissioning in late 2026 with an anticipated annual production when fully ramped of 800 tonnes per annum (tpa) of neodymium-praseodymium (NdPr) oxide, 500 tpa of dysprosium (Dy) oxide and 100 tpa of terbium (Tb) oxide. The facility's Dy and Tb oxide production is expected to represent approximately 15% of current world production of these magnetic heavy rare earth oxides.

Proceeds will primarily fund Carester's next phase of growth, including expansion of its rare earth processing and separation platform (Caremag), research and development, and working capital. As a condition to completion of the strategic investment, a portion of the joint investment will fund the acquisition of minority shareholders' interest, resulting in their full exit. Funding is expected in the third quarter of 2026, subject to remaining customary conditions.

The investment is part of a broader partnership between USA Rare Earth, LCM Europe, and Carester to build an integrated rare earth industrial platform in Lacq, France, spanning processing, separation, metal and alloy production, and potentially magnet manufacturing. In parallel, USA Rare Earth, through LCM Europe, is developing a 3,750 mtpa metal and alloy production facility at the same location. Together, these projects are intended to form one of Europe's most complete rare earth industrial ecosystems and to advance a secure, Western-aligned value chain across the United States, the United Kingdom, and Europe.

The Lacq platform builds on the French government's previously announced support for the LCM Europe metallization and alloy project, including direct credits under the C3IV program of up to 45 percent of eligible equipment and real estate, up to €130 million, and Bpifrance Assurance Export's readiness to consider a state guarantee (Garantie des Projets Stratégiques) covering 50 percent of commercial debt financing for project capital expenditures.

On today’s Q2 2026 earnings call, Google and Alphabet CEO Sundar Pichai recapped an amazing quarter, with our AI investments redefining what’s possible across every part of our business. Below is an edited transcript of his remarks.

In this article

We have exciting momentum. Alphabet revenue grew 24% year-over-year. Our AI investments are redefining what’s possible across every part of our business.

Our momentum starts with Search, where people are adopting one seamless search experience across AI Overviews and AI Mode. We saw 17% revenue growth in Search and Other. And YouTube Ads grew 13%.

Cloud revenue grew 82% , powered by strong demand for AI infrastructure and AI solutions. And Cloud backlog grew to $514 billion. It’s great to see the wide adoption of Gemini Enterprise, with nearly 90% of the Fortune 100 using it.

Today, I’ll expand on our AI progress, our global product footprint led by Search and YouTube, Google Cloud’s leadership, and our long-term Bets.

AI progress

Yesterday we announced new models — Gemini 3.6 Flash and Gemini 3.5 Flash-Lite — which are cost effective and highly efficient. We’re seeing tons of demand for our workhorse Gemini Flash series, because it hits the sweet spot of performance and cost.

We also launched Gemini 3.5 Flash Cyber , which I’m really excited about. Paired with our CodeMender agent, it finds and fixes vulnerabilities and delivers performance at the frontier, comparable to far bigger cyber models.

Gemini 3.5 Pro is currently in testing. And our team is already building the next generation of models. We have started our most ambitious pre-training run yet, for Gemini 4, and are excited by the progress we are seeing at the frontier.

Demand for our models is translating to strong token usage across developers and enterprise customers, and we continue to be supply constrained — a sign of momentum and rapid adoption.

  • More than 9 million developers are building each month with our models across our APIs and key developer products.
  • Our model APIs are now processing approximately 22 billion tokens per minute. That’s up from 16 billion just a quarter ago.

Additionally this quarter, we launched Omni . It allows users to create anything from any input, starting with video. Since launching at I/O in May, there’s been a 40% increase in daily active users creating videos on the Gemini app.

Our Gemma family of open models small enough to run on local devices are hugely popular — these models have been downloaded over nine hundred million times. And our latest Gemma 4 models have been downloaded over 300 million times since launching in April.

Our agentic development platform Antigravity allows anyone to build in the agent-first era. It has more than 2.4 million weekly active users. Antigravity is a powerful tool for users and enterprises, and it’s completely accelerated how we build internally. As just one example, a team in Chrome is now on track to accelerate delivery by eight times, compressing a two-year timeline into three months through model-driven refactoring.

Search

Moving on to our global product footprint, which brings AI to more people than any other company.

Starting with Search. AI continues to drive an expansionary moment, with new experiences resonating with users and driving growth in queries. As a big football fan, I was particularly excited to see Search usage hit an all-time high during the World Cup this year. This really highlights how much people turn to Google in moments that matter.

We continue to make Search more helpful and intuitive. We recently brought together AI Overviews and AI Mode into one seamless Search experience that combines our frontier capabilities with the best of the web. And we’re continuing to incorporate more frontier capabilities into Search with agents, personal intelligence, and notebooks.

Our AI-powered features are driving increased Search usage. Since expanding AI Mode globally last October, we’ve surpassed 1 billion monthly active users. And just like AI Overviews, AI Mode is driving an incremental increase in Search queries overall, and we’re now sending billions of clicks to websites every week through AI features in Search.

As we serve more of these queries, we’ve continued to drive efficiencies. Thanks to our engineering and hardware optimizations, this quarter we reduced the cost of AI Mode responses to its lowest level since launch, even as we’ve brought more advanced AI capabilities.

Gemini app

Next, the Gemini app, which now has 950 million monthly active users, with daily active users tripling in the last year. Users love new agentic features like Daily Brief and our personalized agent, Gemini Spark , which is now available in the U.S. and internationally. We’ve been shipping helpful new features like this at an incredible clip.

YouTube

On to YouTube. Month after month, when a big event happens in the world, the world turns to YouTube. It’s been incredible to see that over 1.7 billion unique viewers globally watched World Cup-related videos on YouTube during the FIFA World Cup 2026 TM .

We are also bringing the power of conversational AI directly into the YouTube experience. Ask YouTube uses our Gemini models to let people ask complex questions about individual videos, get quick takeaways, and jump straight to moments in those videos. The early engagement is encouraging. More than 140 million users engaged with Ask YouTube on the watch page in June 2026. And we're bringing that Ask experience to the wider search experience on YouTube.

Cloud

Next, Cloud. Our continued momentum is driven by our integrated AI portfolio consisting of chips, models, data, security, and agent platforms — all designed to work together. Gemini continues to be a key driver of growth, and is deeply integrated across all of our Cloud products including Gemini Enterprise, data analytics, cybersecurity, and Google Workspace.

We are seeing strong, diversified demand across products, customers, geographies, and industries. Our product differentiation is driving expansion in three ways:

  • We’re winning new customers , more than doubling our acquisition velocity year-over-year.
  • We’re deepening our relationships with existing customers , who are expanding their usage and exceeding their commitments by more than 50% — also an acceleration over last quarter.
  • We’re driving growth with partners , with transactions on Google Cloud Marketplace growing over seven times year-over-year.

One of the strongest parts of our growth comes from the rapid adoption of our Gemini Enterprise platform. It is differentiated with easy-to-use tools to build agents and automate processes, connectivity to enterprise systems, cost management, and governance tools. In Q2, Agent Development Kit, our framework for building and deploying enterprise AI agents, reached nearly 70 million total downloads.

As I said, nearly 90% of the Fortune 100 are using Gemini Enterprise. We have customers like PepsiCo for AI and analytics solutions, Intel to streamline core processes, HSBC for wealth management, Bell Canada for customer engagement, Macy’s for commerce experiences, and SIGNAL IDUNA for knowledge management.

More broadly, Gemini is transforming how millions of businesses use AI to build custom agents, automate processes, improve cybersecurity, manage customer relationships, streamline data analytics, and more.

All of this momentum is driving growth in our paid token usage. Nearly 500 Cloud customers have each processed more than 1 trillion tokens in the last year, and usage is so much deeper than that. Over the last 12 months, more than 2,000 enterprises consumed over 100 billion tokens.

We are also seeing strong interest in our AI-powered security platform , which is differentiated because it integrates threat intelligence, cyber-response prioritization with Wiz, AI-automated scanning, code remediation, and monitoring. Today:

  • 90% of the Fortune 100 are Google Cloud Security users;
  • Nearly 90% of Wiz customers are using AI-powered security features;
  • And we have seen a more than 45% quarter-over-quarter increase in the number of AI workloads scanned and protected by our security platform.

Our security tools are being used to protect critical infrastructure, including financial services organizations such as Morgan Stanley; telecommunication providers such as Tell-us; healthcare organizations such as Texas Children's; software companies such as Atlassian; and several government agencies. And with our new Google AI Threat Defense , we’re really excited to bring our new cyber model and CodeMender to help our customers defend against AI threats.

All of this is powered by our leading AI infrastructure. We offer the industry’s broadest range of accelerators from Google and NVIDIA, including the new NVIDIA Vera Rubin platform, and TPU 8t and 8i, which deliver strong price performance. On top of this, let me mention three unique offerings:

  • Our Virgo Network , which is designed to meet the needs of modern, large scale AI workloads. It allows customers to connect a million AI accelerators across multiple data center sites into a unified supercomputer.
  • Our software stack has native support for JAX, PyTorch, vLLM, and SGLang, enabling workload portability across GPUs and TPUs.
  • Our new agent-optimized Axion CPU provides 30% better performance per dollar compared to peer offerings.

We are seeing strong growth in demand for our AI infrastructure offerings from leading labs such as Ineffable Intelligence; next-generation AI builders including Kakao; financial services like Deutsche Börse Group; pharmaceutical companies such as Pfizer and Roche; and robotics and spatial intelligence companies such as World Labs.

Other Bets

We are continuing our strategy of investing in promising companies and internal efforts that bring pioneering AI research into the real world. We’ve seen exciting progress from our Other Bets:

  • Waymo introduced its newest vehicle, Ojai , to public riders. This is the first vehicle powered by the sixth-generation Waymo Driver and will welcome more riders in the coming months.
  • Wing has safely completed more than 1 million home deliveries, and we continue to grow our presence through partnerships with Walmart, DoorDash, and Papa Johns.
  • In health and drug discovery, Isomorphic Labs raised over $2 billion to power its AI drug design engine, scale globally, and advance its drug candidate pipeline.

It’s truly been an extraordinary first half of 2026, with much more to come. Thanks to all of our employees and partners worldwide for their incredible work this quarter.

Google increases capex forecast again after cloud-driven quarterly beat

July 22 (Reuters) - Alphabet on Wednesday reported its best-ever quarter of growth for its cloud computing division, but faced investor scrutiny after concerns about continued delays to its flagship AI model were aggravated by a $15 billion increase in capital spending plans for 2026.

The search giant now expects to spend between $195 billion and $205 billion in capital expenditures, its finance chief Anat Ashkenazi said on a conference call with analysts. The company said last quarter that it planned to spend between $180 billion and $190 billion this year.

Shares of the company were down about 3% in extended trading. The stock was initially volatile but mostly flat, but dipped after Ashkenazi announced the capex update.

"We have increased our capacity quite significantly over the past three years. The demand still outpaces that investment," Ashkenazi said in justifying the increased spending plans. She added that faster-than-expected delivery of capacity contributed to the hike.

Revenue at Google Cloud rose 82% to $24.8 billion during the quarter ended June, driven by strong demand from AI-hungry enterprises worldwide. Analysts on average expected a 64% increase, according to data compiled by LSEG.

Advertising revenue came in at $81.6 billion compared to estimates of $81.1 billion. Total revenue for the quarter was $119.8 billion, beating the consensus estimate of $116.9 billion.

But, adjusted profit per share of $2.85 fell slightly short of Wall Street projections of $2.89. And the company reported negative free cash flow for the first time in its history, burning $5.9 billion this quarter.

"After a negative cash flow quarter, the new raise in capex does not sit well for Alphabet," said Thomas Monteiro, senior analyst at Investing.com. "The market's most reliable cash generators are now spending more than they bring in. As long as revenue keeps accelerating, investors will tolerate it. But capital has a real cost again, and the room for error is shrinking every quarter."

MODEL UNCERTAINTY TEMPERS CLOUD GAINS

While Google Cloud has made Alphabet a big beneficiary of the AI boom, the company's own AI efforts have lost some steam this year after it delayed the June launch of its next flagship model, Gemini 3.5 Pro.

That has left Google trailing in the AI coding tools market and fueled concerns on Wall Street, especially as Anthropic and OpenAI have consistently rolled out enterprise-focused upgrades, and Chinese open-source models have also gained strong traction.

During the question-and-answer portion of the earnings call, multiple analysts pressed CEO Sundar Pichai for clarity around whether Google could keep with its rivals at the frontier of model development.

"There are many attributes on which we are still at the frontier. There are areas where we've acknowledged we need to improve; coding and agentic coding is an example of that," Pichai said on the call.

Pichai said that while Google continued to test Gemini 3.5 Pro, it had also started training Gemini 4 and was "applying a lot of our compute and effort in that direction" in order to remain competitive.

"We are both very committed and very confident of being at the frontier for the next generation," he said.

Meanwhile, Google began recognizing revenue from direct sales of its TPU chips, which compete with Nvidia's GPUs, for the first time in the second quarter though the vast majority of revenue from business agreements would come through next year, Ashkenazi said.

The third-largest cloud services provider behind Amazon Web Services and Microsoft, Google has seen demand surge as companies race to secure the cloud capacity needed to develop, train and run AI models, helping it land major deals with firms, including Anthropic.

Big Tech is expected to spend well over $700 billion this year primarily on AI, while Morgan Stanley has pegged the estimated spend at more than $1 trillion for the next year.

Ashkenazi reaffirmed on the call that Alphabet planned another significant increase to capex in 2027.

Alphabet shares have been among the best performers in the "Magnificent 7" group of stocks this year so far, rising more than 9% through last close. But concerns over the Gemini delays, some high-profile executive departures and regulatory pressures have dragged the stock about 9% lower since the end of April.

Rivals Microsoft and Amazon are set to report their quarterly earnings next week.

Alphabet on Wednesday said its June quarter CapEx doubled from a year ago to $44.92 billion, bringing the investment so far in 2026 to $78.6 billion. The Search and cloud giant then updated its full-year CapEx guidance range to $195 billion to $205 billion, up from the previous estimate of $180 billion to $190 billion.

Alphabet's aggressive spending plans bode well for its vendors and partners, especially firms that supply components for data centers. Most of the investment is said to go toward expanding AI infrastructure and building new data centers, with the updated outlook reinforcing expectations that the tech investment cycle still has room to run.

AI Hyperscaler Boost For Photonics

Coherent, POET, and Lumentum Holdings are all key suppliers in the fast-growing optical networking and photonics market. Coherent sells lasers, optical transceivers, silicon photonics and advanced materials used to connect GPUs across massive AI clusters, while Lumentum and Applied Optoelectronics supply high-speed optical transceivers, lasers and networking components that move data between AI servers.

POET, a much smaller player, develops optical engines and its proprietary Optical Interposer platform designed to make AI optical modules cheaper, faster and more power efficient.

Investor interest in all four has surged as hyperscalers ramp AI infrastructure spending, driving expectations of a multi-year boom in optical connectivity, which is increasingly viewed as a critical bottleneck in scaling next-generation AI data centers.

COHR, AAOI, LITE, POET Stock Move, Retail View

Shares of the four companies climbed sharply for most of the year, before a pullback starting in May. Applied Optoelectronics and Lumentum remain the top performers in the group, with 202% and 125% year-to-date gains, respectively. POET shares are up about 20%, with the stock suffering after the cancellation of the company's orders with Marvell in April.

On Stocktwits, the retail sentiment was 'bearish' for COHR, LITE and POET, and 'neutral' for AAOI as of late Wednesday. "$LITE and other optics/networking names. Hyperscaler earnings calls remain the key signal for the AI capex trade," a trader wrote .

Treasury Releases Report on Macroeconomic and Foreign Exchange Policies of Major Trading Partners of the United States

WASHINGTON – The U.S. Department of the Treasury delivered its semiannual Report to Congress on Macroeconomic and Foreign Exchange Policies of Major Trading Partners of the United States. In this Report, Treasury reviewed and assessed the policies of major U.S. trading partners, comprising nearly 80 percent of U.S. foreign trade in goods and services, during the four quarters through December 2025.

Secretary of the Treasury Scott Bessent remarked: “For decades, unfair currency practices abroad have contributed to the U.S. trade deficit and the hollowing out of U.S. manufacturing employment. When a trading partner engages excessively in foreign exchange market interventions or other actions to artificially lower the value or suppress appreciation of its currency, it imposes significant hardship on American workers and companies for its own gain. In support of President Trump’s America First Trade Policy, Treasury is committed to aggressively and vigilantly monitoring and combatting unfair currency practices. Treasury continues to assess whether the United States’ trading partners are undertaking foreign exchange intervention and implementing non-market policies and practices to manipulate their currencies for unfair competitive advantage in trade to the detriment of American workers, businesses, and economic strength.”

In accordance with the Omnibus Trade and Competitiveness Act of 1988, Treasury analyzed in this Report the practices of the United States’ major trading partners and concluded that no major U.S. trading partner manipulated the rate of exchange between its currency and the U.S. dollar for purposes of preventing effective balance of payments adjustments or gaining unfair competitive advantage in international trade during the four quarters through December 2025.

In this Report, Treasury found that no major trading partner met all three criteria for enhanced analysis under the Trade Facilitation and Trade Enforcement Act of 2015 during the four quarters ending December 2025. However, ten economies are on Treasury’s “Monitoring List” of major trading partners whose currency practices and macroeconomic policies merit close attention: China, Japan, Korea, Taiwan, Thailand, Singapore, Vietnam, Germany, Ireland, and Switzerland. All were on the Monitoring List in the January 2026 Report. As noted previously, in support of the America First Trade Policy, Treasury will continue to undertake strengthened analysis of major trading partners, as detailed in the January 2026 Report, and will include a discussion of these issues in its intensified evaluation of economies when noteworthy developments arise.

While Treasury has not designated China as a currency manipulator in this Report, China continues to stand out among our major trading partners in its relative lack of transparency around its exchange rate policies and practices. This relative lack of transparency will not preclude Treasury from designating China if available evidence suggests that it is intervening through formal or informal channels to resist RMB appreciation in the future.

Today’s Report is submitted to Congress pursuant to Section 3005 of the Omnibus Trade and Competitiveness Act of 1988, 22 U.S.C. § 5305, and Section 701 of the Trade Facilitation and Trade Enforcement Act of 2015, 19 U.S.C. § 4421.

Solana engineering teams shipped new Agave and Firedancer versions, advanced program SDK releases, and moved core protocol work forward across validator clients, RPC 2.0, and developer tooling. The Resource and Inclusion Fees Solana Improvement Document also moved to accepted status, changing how base fees are split and burned on Solana.

Accepted SIMD: Resource and Inclusion Fees

Solana Improvement Documents (SIMDs) describe proposed protocol changes for Solana. The Resource and Inclusion Fees SIMD has been accepted.

Moving forward, part of the base fees — 2500 lamports — will be paid to the validator. The other part will be computed based on requested compute units and then burned, implementing a protocol-level buy-and-burn strategy on SOL tied to network usage.

Validator client and RPC work

Agave, Firedancer, Mithril, and RPC 2.0 work continued across program deployment, proof-of-history efficiency, epoch boundaries, and data archiving. These changes focus on validator operations and infrastructure used by developers and network operators.

Proof of history gives validator nodes a sense of time on the chain and runs as a service continuously; this change makes memory allocation more efficient by simplifying the types that store proof-of-history records, leaving more space for higher-priority tasks such as processing user transactions.
  • Firedancer is making improvements to its epoch boundary procedure . The epoch boundary prepares the validator set to be rewarded for its work and sets up the leader node schedule for the upcoming epoch.
  • Superbank will add support for archiving via Parquet files . Parquet files are common data storage formats used in data stacks across organizations and are one way to archive historical data.

Program libraries, frameworks, and testing

Solana Program Library (SPL), Core BPF, program frameworks, and testing tools also saw updates this week. The work includes subscription cancellation support, framework-level associated token account helpers, and renewed Web3.js support in LiteSVM.

  • The Subscription Program will allow immediate cancellation of a subscription , supporting cases where a user wants to stop subsequent payments and enabling the full subscription use cases common in several SaaS businesses.
  • Caravel will add associated token account helper CPI invocations . Associated token accounts are a staple building block for many Solana programs and allow tokens to be created and transferred between users.
  • LiteSVM will support Web3.js once again , adding support for the revived @solana/web3.js framework. LiteSVM will support both Web3.js, which many legacy projects already use, and Kit, the newer web interface to Solana.
